High beams shouldn't stay on when pulling the stalk if the head light switch is on the 0-position. If the switch is on the 2-position, then the high beams stay on when the stalk is pulled.

Headlights should be always on when ignition is on.

I wouldn't bore a B200 block anymore than for ~90-92mm max! Stock bore for B200 block is 89mm and B230 block has 96mm bore. Cast for these blocks is different so a B200 block with 96mm bore would have very think walls!

Also any decent bolt shop can supply you with high grade (10.9 or higher) allen head bolts with suitable length. Just make sure to change both as the ones which bolt shop sell are usually 1 or 2mm longer, so it might cause imbalance if only one is changed.

Stock mounts are hydraulic ones. There are two chambers and there's a flow control disc between the two chambers. Here's one mount which I cut up when I had the same problem as you did have.
