Unidentified lumpy bit and rubber pipe

Their is a unit, off-side positioned between the fuse-box, expansion tank and air filter that comprises 2 cylindrical units joining a rectangular central block which has rubber pipes sprouting from it. 2 are attached to clear plastic pipes that meander off towards the rear of the car but the one at the front just hangs limply down by the water tanks not attached to anything.

Any idea what it is and if this pipe should connect to something? Doesn't stop the car from running.

Also is green garden twine the correct method of attachment that keeps this unit strapped to the component underneath? I've heard of value engineering but this seems extreme, or is it advanced sustainability?

No idea what it is, but garden twine should never be used on a car. Use cable ties instead. It's tradition ;)

Sounds like the magic CVT valve, but as above, pic would be best!
