ignition starter switch

Hi guys!
2 weeks ago the ignition starter switch started to play tricks on us.
First the switch jammed, next time we could hardly get the key out and since then it turns very hard and sometimes gets stuck.
We wanted to get it off (the starter switch) to check it out at a specialist.
By the way, are this starter switches repairable?
But things were not so easy because of two screws that do not look like they should.

notice how the upper part where the two bolts are welded look strange to.

They are designed to break off during fitting so that they are hard for thieves to remove.

Try molegrips on them (unlikely) but if not you'll just have to cut/drill/grind through them.

Thanks! Now I understand why they look like that. I think I will cut the two welded bolts off. By the way,do you think that it can be disassambled and repaired? Thx
