Yes, that could be an explanation. Or I can easely imagine the guy ordering parts, getting a list of parts to be changed from someone else, and not seeing the car. Based on the weird car identificaction "340 DL", you'll spontaneously select the normal front valance in the Volvo books! But it's still speculation of course.

Definitely something to do. Most of the genuine Volvo panels that I have in my stock, with the same black primer, have surface rust due to damp environments in the past... I prefer not to imagine the same with water & salt
