360 GLT Auxiliary Fuse Box - Fog Lamps

Hi,
I've just bought a 360GLT for our son to learn in. It runs fine, but has a few non-working items. One of these is front fog lamps. I gather these run through the auxiliary fuse box behind the battery.
I don't think ours is wired properly - here's a pic:

As you can see, one of the tags is missing, as is one fuse, and both those slots only have one wire attached.

Does anyone know what should be attached here? (The Haynes manual is useless...)

it might be in the pic, but it looks like the lower fuse is broken?
it is wired properly though, one fuse is for the fog lights, the other one is for the fuel pump.

The fuses are both OK, so It's got to be a problem elsewhere.
I also have non working electric mirrors, rear wiper and rear washer. None of which appears to be fuses, so there's fun ahead..

Those fuse boxes are the only weak point of the car, best to replace it with sealed in-line fuse holders. Can cause the fuel injection to stop due to bad connections. The terminals have to be so heavy that there is little springyness in them.
