Actually Swedish laws don't differ so much from Finnish.. Laws in Finland are pretty much good if you choose the right yearmodel for the base car. Kinda big modifications are allowed. Only problems which I see are those which limit the modifications of axle structures etc... for example rear axle must be a factory part, even though if the self made part would be stronger than the stock one.. Of course you can always take stronger ones from different cars but it's not always easy to find suitable ones.

Norway on the other hand seems to be a nice place, though I don't know if those crazy cars are also under some "home built car"-law but for example this Group-B Lancia is street legal in Norway.
