No tax and no test pretty much means scrap value in the current climate man.
That's without it needing Vosa.
IMO you'd be better stripping it and selling the parts.
It's going to take at least 200 quid on top of the purchase price to tax and test it to a good roadworthy.
And I'm not sure there's many would be looking to invest that much in a runner these days.
Not when you can pick up a very good example with t&t for around 400. Ish.
Exactly the same as mine!!! Wicked. Have you still got a Volvo now Dubloon? Or is it just this one? If yuo do decided to break it let me know, I'm after a bonnet in red and some other bits.

It took them just 25 mins to tow an illegal car off the road, when it can take them hours to respond to 999 calls.......... Hmm..
Its unlikely that the police turned-out specifically to seize the car - its probable they spotted it whilst on routine patrol and in my opinion its good to see them doing their job. After all, who wants a scrap car stuck outside their house, particularly if they're trying to sell the house which is difficult enough in the current climate without having potential purchasers put-off by a lump of scrap iron. Besides, how do the police know that someone isn't using the car illegally without insurance etc? They have a duty to seize uninsured vehicles so well done to them I reckon....
