VGT is normally associated with the devil's fuel. Not sure why you don't really see them on petrols. If you fancy tinkering with it, keep eyes peeled for a larger turbo from the TD04 family in Volvo fitment (i.e. Garrett T3 flange). Don't pay extra for a 18T or 19T over a 16T...it's not really worth it. A 15G or 16T with a conical flange (so from an 850...but check...1996 cars had a "straight" flange) is very nearly a bolt-on (just need re-clocking and a bracket fabricating for the actuator). Ones from later cars just need a minor downpipe adaptation, but I'll not bore you with that now...
Get an MBC and a decent gauge (£40 or so...not a £20 TIM POS). 10psi will be safe on 95 octane. 12psi might need 98, or a bigger intercooler and/or turbo. The little 13c blows hot air pretty quickly. You might run into fuel cut...suck it and see. If you get hungry for more power, it can be done easily enough (injectors, chips, larger air mass meter). Some folks might remember I turned up to the Brooklands meet in Ozzy's 1997 940 LPT CD (15G, 4-Bar FPR, 12psi of boost?). Very smooth...and shifted pretty well when suitably provoked...! A turbo, turbo-back 3" exhaust and cam will deal with the limp 4500rpm+ performance, if you're concerned.
Take a look for a label on the rear axle tube. If it says 1041 (opposed to 1031), you already have a locker. Rumour has it that all 940s with FT engines had locker axles. That appears to be true in the US, but I have mixed reports over here.
cheers

I reckon you'll not run into fuel cut on the 2.3 - the B200FT cuts fuel at 12psi though

Booo... 11psi max

Some of them do have a boost limiter...but it's quite random what does and doesn't. I have a vague memory that it's more common on earlier cars. It's also worth checking the health of the ignition system, as spark blow-out feels a lot like a boost limiter. We changed a coil on a B200FT 940 a while ago, and you'd have put money on it being a limiter if it hadn't been running 5psi more a few days before.
cheers

Large, hairy testicles!
No-one knew whether it was fuel or ign so I suggested testing the FPR to make sure (plus it's an easy test). Then, once we ruled out fuel both Chris and I said it was the coil, you said it was the hall sensor in the dizzy.
Just remind me what the actual fault was again????????
