As per title,The local media have started asking police questions on when it has become the "Hit & Run" is no longer a crime.Apparenty the investigation is "live" and they need witnesses, for a start
a) My CCTV footage
b) 3 local people me not included
c) another local driver who was victim

How much evidence do they need for god sakes

Could it be that UK police has violated human rights here?

Of course they can get away easily based to low value of car, resources and such, reasons why in here it is pointless to call police, if damages are under 1000 euros they don't bother, but as in your case there clearly is hit and run and they did not react to that it comes to my mind that it might be that they are acting racists and that is reason why they did not start to work on with case.

Such officers should be fired and put in front of human rights commission where they would get sentence of some kind from crimes against human rights.

Hopefully they can catch those criminals vandalizing car.

Traffic offences seperate from criminal offences?

Thats odd.
Been pulled twice in me old mans camper by panda cars for incorrect letter spacing on his horrible personalised plate.

I'll be sure to explain that to them next time I get stopped.
"traffic offence mate, nothing to do with you. see ya."
