actually, no..

the problem is that this bit is pushed back too far, so it pushes against the vent 'sliders' that determine how much air can get thru. as a result, you cant change how much air gets thru cos those sliders are 'locked'

If they're locked, it sounds more like there's either something in the gearing or cogs of the slider, (we're talking about the white dial that rotates on either side, right?) that opens/closes the flap at the back, or something wedged in the flap. They're made of pretty sturdy plastic, and that hazard switch surround isn't very deep, so shouldn't affect them, even if it is pushed back a bit too far. Unless the whole lot is too far back, then the flap could be fouling on something at the rear of the dash, as it protudes about 5mm when opening.

Hope these pics help a little. They're a lot deeper than I thought they'd be before I removed these! The beauty of a box of bits sat in the corner! The flap has an overhang like I mentioned, which could become wedged if the whole thing was pushed too far back.

its not the flap that becomes wedged see, its the actual wheel itself..

are those spares?? :)
