Heat shield for down pipe exhaust on volvo 360 GLT
Does anyone know what might happen if this is left of the car. It's the one situated below/past the exhaust manifold

I think you mean the one by the PAS? It's to keep the PAS fluid cooler

I have no power steering, probably protects vibration damper

There are 2 types, a big one for PAS and an smaller one for non-PAS. I know in non-PAS a friend let his off for an extended period and his steering eventually got very stiff (86 360 GLEi). I think it is to stop too much temp change on the pre-load. The exhausts for PAS and non-PAS are different so it may also be for the different routing and subsequent heat exposure.
