With the head light motors just screwing unto the bottom of the head light, Shurly
they could be put on. The wireing is bound to be there for them

Not sure if I have seen a plug \connecter free of use , when I dismantled the area

Watch that metal fuel filler pipe, they corrode and leak when you are filling up. It should be replaced with a plastic one from a later car.

Head light wipers are essential for the "Nordic look"
Where is the switch to activate them ?

The switch for them is the windscrene washer stock.
Just pull forward.
