That does not help, I'm sure we all do the same there.
If someone attempts to log in with the wrong password then you are forced to put the code in to log in again

It does, I'm always logged in on my tablet and never had to put the code in.
Someone tried logging me in so when I was on my phone I had to put the code in to log in as I don't leave my phone logged in, yet my tablet remained logged in.
That's a lot of logging and logged in one sentence

It doesn't CAPTCHA you over number of login attempts for a specific account, it's all cookie/session based it will be more likely to be a PHPBB bug, or misconfiguration of security settings.
I could try and login as 3 different users and get the password wrong for each account once, and it will ask me for a code from then on as it's a session variable
If somebody tries to login as you, it won't affect your login attempts, just theirs.

It sometime rejects my log in on the first attempt, my computer remembers my name/password so it can't be wrong anyway. I then have to try again before it gives me chance to put in the code, which I have meanwhile copied, ready to paste in. If a device can stay logged in then that's handy as it removes the chance of the problem occuring to zero. It's becoming very annoying as I get it a lot.
