pop into your local volvo dealer , tell them how helpfull Pilling volvo were in Milton keynes and ask if they can have a look for you .
I am sure they will not want to be outshone by another dealer ,
If the car had still been at Steves I would have got you to pop round and I would have had a look for you.

I wouldn't go to the dealer with these sort of problems tbh, with the age of these cars I'm sorry to say that any knowledgeable people that used to be there will have probably moved on, if they were ever there in the first place 
This is one of those things that the patient DIY'er is gonna be in a better position to sort out than the dealer, who's job it is to push as many cars through the workshop as possible. When they get a niggly thing the usual response is to start changing everything in sight until they come across the problem.

ok Steve bought the car around to mine this morning , showed him how to take the dash out ,
all the printed circuitry looks ok and so did the connector plugs ,
however I did notice that all the lights that come on when you switch the ignition on "DIDNT "
all the warning lights work ( indicators , hazard , high beam , rear screen , fog etc )
but the ignition , oil ,handbrake dont. do's that give anyone any clues ?
when you have the car running the battery light flashes and the rev counter needle seems to move slightly to the beat of the battery light flashing. the rev counter dosent always work and I didnt see the fuel gauge or temp gauge move at all
the stabilizer has gone to kent but now they know how to get the dash out it shouldent be too hard ,
there is also some alarm bits and bobs tucked up under the dash but I didnt touch them
something else I hadnt seen before and looked original was a warning light with a towbar on it mounted on the bottom leading edge of the dash surround ( just below the glass mounted horizontally on the right hand side )
the car seems to start and run just fine

Re cable, I superglued it back together on mine, as I was feeling tight and found all the bits, but it's really not an option, and very tempramental, new cable time I'd guess.

Does the car have electric windows by any chance? As the fuse for those is the same as the dials mine blew when i first fitted the windows as it needs to be a 15 amp.

Yeah, it could be Fuse 9, and it needs to be 25 Amp if the car's got electric windows.
Its more likely to be the left hand connector, the other warning lamps have their own supply, but the main warning lamps (oil pressure etc) and the rev counter use a common 12V feed, its the very right hand wire on the left hand connector. (If my diagram is correct it should be the black&red wire)
I would remove the connector and clean that terminal in particular, and it if looks like its sunk in a bit, very carefully bend it upwards with a small screwdriver.

Maybe it's just 18 years old and we need to cut it some slack?

I'll bet its that connector.
Tbh a lot of the reason that cars deteriorate is because people say, oh, its just old, but actually fixing all the stuff properly and doing simple maintenance these cars can be transformed into something that's as smooth and comfortable as any modern car, particularly if you do a few suspension tweaks as others on here have done.
