Because you need to modify the existing overall_header.tpl (plain HTML syntax for the most part, it's fairly well commented so long as you're using a phpBB.com supplied template) in templates/subSilver (that's the defautlt, substitute your template name) rather than trying to send out a whole 'nother header, since the html standard only allows for one header per page :)

That document also contains the CSS for the template, so watch out for carelessly editing it.

It's the overall_header.tpl that you have to edit, just add your html or php code in that file (templates > Subsilver if you use that template), no need to add code in the page_header.php or index.php file.

Lame, yeah, thats the way I usually do it, just this time I wanted to lay a header that is common to the whole website to it, so I was hoping I could just include the php file. Looks like I'll have to do it another way then!!
