I mean't that in Finland you cannot because cars which are produced after -92 have very strict pollution requirements and rules what you can do with your engine and what you cannot. Of course again if you have shitloads of money you can get around those if you have made large scale emission testing for your car at the VTT. (Finnish technical and technoeconomic research and development center)
