no, its a not self propelled trike; they use these at the beach with a giant parachute up in the sky pulling the thing forward at absurd speeds!

yeah it sits in between the front of the roof rack (near the windscreen) and deflects air over the roof rack and makes it quieter.

seen them on trucks and whatnot but never noticed one on a rack.
