What car is it? Looks like the steering column, AFAIK there is just a rubber damper insider. Is it power steering fluid or something. Nothing I'm aware of.

Looks like a custom exhaust, and you have some posts about an FP7. Need more information.

Like ride_on says its looks like its the steering column, I think he was also asking about your exhaust.

Its probably gritty becuase it now has road dirt mixed in

looks like PAS to me as the non-pas has no UJ there and a different heat sheld. check your power steering fluid resevoir, does the steering feel hard?

is there a lot of fluid then? if its gritty its probably just old oil thats pooled, or an oil leak somewhere.
have you stuck your finger in it? if its black its most likely oil. PAS fluis is normally red or purple. if you dont know you have powered steering, chances are you dont have powered steering. it was AFAIK quite rare on these cars, and if yours is engine swapped, it probably no longer has it if it did.

That looks like a manual steering damper in a steering damper housing to me
