Volvo 340 1987 1.4 idle at 2000 rpm

As above, for some reason my car has decided it's ideal idle is at 2000 rpm..
So the story so far...
Car needed a replacement clutch, so I changed the clutch
after I finished bolting everything back together, went for a start
Car wouldn't idle
Found the idle control solenoid connector had broken
Repaired
Now car idles fine
Take car for a drive to test clutch
Car is fine
Then on the way back between gear changes as the clutch is depressed idle raises
Pull back onto drive, when in neutral, idle at 2000 rpm
Put car in gear and slip the clutch, idle drops back to normal
Turn the car off then back on, the idle slowly climbs to 2000rpm and holds, I've checked for air leaks but I can't find any!
Utterly stumped at this point
