I suspect they would, as ive even made S13 200SX brakes fit under zero offset 13in rims, and id guess 360 ones are smaller.

Yes, as Nick said 360's actually came with 13" steels or alloys, it was only the GLT that had 14"

my (current) glt has 13" steelies, so yes, it'll work fine. obviously, depends a little on *which* steel wheels you use, some aftermarket jobs might not like it
