i wanna know if i will block it will it effect engines works, as i understand this is some kind of valve that lets the air into exhaust system, but why the hell i need that?
i am thinking of putting this kind of filter http://www.international-auto.com/image ... .stack.jpg (because it would be cheaper then trying to find an original filter for my Volvo) and so i`m thinking what to do with that pulsar system?

Unfortunately, (or possibly fortunately
?) Pulsair wasn't fitted to UK 300s, and most of the people on this forum are in the UK ... The exhaust gas recirculation system is meant to reduce emissions. This resulted in these cars having a slightly better emissions category in Germany in the 80s and 90s (meaning lower tax) but this isn't recognised anymore, as it is "worse" than Euro 1.
I've heard of people who've blocked the system off, as it can leak, try doing a forum search:

in that post he blocked the egr, which recirculate the exhaust gases back to intake manifold, in that system is a valve which as i understant is open when the engine is cold when it`s warms up it closes, and i want to block the pulsair system, which for some reason i don`t understand let the air inti exhaust, i found in internet someone said that it is laike overboost o something like that, so i`m worrying if i block it wount it harm the engines

Pulsair usually doesn't cause any problems, it is an emission aid wich works kinda like a catalyst, it allows filtered fresh air to be leaked right after the exhaust port so remains of the burned mixture that come out of the cylinder get extra air to be afterburned.
EGR is more sensitive to faults, on the B200's it's most of the time the small pipe that runs around the back of the engine wich starts to leak (rusted away) or the valve attached to it wich is stuck open.
the management doesn't calculate anything with Pulsair (or EGR) so it is indeed possible to block it off, i suggest best method is to completely remove the system and block off any connections to the engine.

well than i have some work for weekend 
will at first just block that pulsair system, and will see if anything changes
then maybe will remove all that system, but it would be hard work, to remove the exhaust manifold
and the egr seems to work fine, that small pipe is in good condition and the valve opens and closes properly, but i think i will get lost of that system and pulsair in autumn just after an MOT
