Problems with steering on 360 GLE

I am owner of a 1986 360 GLE and have problems with steering. My steering gear moves lef-right about 1" when I move steering wheel prior to move the wheels. How is fixed steering gear to chassis?

The rack is held onto the crossmender with two 6mm headed hex key bolts each side. With that amount of movment I would think it is loose rather than a worn rack. Have a look under the car to see what is moving. Also check the coupling that connects the colum to the rack.
