Oh yes, that is this Portland case.
There was big hill as far as I have understood and it was not just snow, but ice as many cars had driven there snow become to ice, those people usually never even see snow so naturally their cars had only summer tires.
But still, what that driver at beginning is thinking, floors it and keeps floored!?
I saw another clip from that day, Jeep wrangler can't get up the hill, rears spinning wildly and fronts none, guess that driver did not get his for occasional off road use
I must say I have driven in bit similar conditions with summer tires, there was water on top of ice, very slippery, but nothing I could not handle as long no sudden stops or direction changes needed and stopping would been real disaster, well drove trough city without big troubles, only when I lifted throttle rears did locked, however kept it under control as I kept speed enough low. Would not recommend if as little practise from slippery conditions as those ppl in Portland
