It sounds like teh accelerator pump jet is not working. To check this remove teh air filter lid off and the choke flap open. Pull the throttle open quickly and you should see a jet of petrol come out of a tube on the carb.
You do not need the engine running to do this test.

its air leaking (bad). i checked the carb today and its air leaking all the way round the base and a bit on the inlet manifold. so i took it all off and there is no cardboard gaskets between the plastic blocks at the base of the carb so i cleaned it all and put some sealing goo on it hoping it might help till i find some gaskets. once assembled i checked again and its still leaking but not as bad and the hesitation has gone and the engine feels so responsive and a big gain in power so it should run like a dream once i get some gaskets on it
Check also base of that carb, it likes to bend quite easily, hard to spot with eye, but with ruler you can see it quite well.
