Hello, I'm not expert on this but I think someone on here said that you can't fit the Volvo power steering to a 1.7. However, you can with a 1.4. That's just from vague memory - I've only tangled with the power steering on a 360 and the old PS rack (which I still have) was wrecked and now in pieces, sorry. Best, bogbasic.

BB is right, the 360 PAS rack doesn't fit under the 1.7 sump.
340's shouldn't have heavy steering, if it does it's a sign that the top mounts and top mount bearings have failed.

That'd do it, what tyres?
I run 7" fronts, but only with 195's on and she's light as anything on completely rebuild everything front end.

If you're the practical sort, I suggest taking the front struts off and inspecting the bearings at the top. Chris is right - that will have a huge impact on steering weight. He recently put up a thread about his experiences with that subject, and it made for interesting reading. It's easy to forget how old these cars are getting now, so TLC like this will be needed from time to time.
cheers
